Parking reform is gaining momentum around the world as a key lever to reallocate valuable city space, reduce demand for driving, reduce transport-related emissions, and improve livability. 

Bringing the supply of parking, especially off-street parking, closer to actual demand is crucial to creating more compact cities that are needed to limit global warming. The goal of parking reform is not to eliminate parking altogether but to ensure valuable urban space is used most efficiently, equitably, and sustainably. Building on ITDP’s global expertise on parking policies, this report spotlights off-street parking as a costly and often overlooked area of urban planning that can impact vehicle use, how street space is prioritized, and even housing availability.
