Institutional and Regulatory Options for Delhi’s High Capacity Bus System

The Delhi Government has initiated an ambitious program to improve public transit service throughout the metropolitan area. One important element of their sustainable transport program is the Delhi High Capacity Bus System (HCBS). Currently, Delhi’s plans for HCBS focus primarily on the public procurement of modern, larger capacity, low floor buses, and the construction of center- lane bus lanes on 7 major corridors. These changes, when implemented, will bring lasting improvements for millions of Delhi bus passengers.

This paper provides insight into the important actors in the bus sector in Delhi, current regulations and areas of concern, and recommendations for how to proceed in planning for the Delhi HCBS.
