Governance and Sustainable Urban Transport in Harbin, China

The national government of China sets a broad policy framework but does not generally play a direct role in sustainable urban transport policy formulation and implementation at the city level in China. Policy in areas such as public transport, demand management, non-motorized transport, land use, traffic safety and parking are determined largelt at the city level.

This study is part of an effort by the Asian Development Bank (ADB) to develop (i) a strategic framework for sustainable urban transport, (ii) investment programmes to support efficient urban transport, and (iii) innovative finacing options.  ITDP reports on policies, strategies and plans for sustianable urban transport in Harbin, China.
