Global Policy Director

ITDP is seeking a Senior Program Director (SPD) for Global Policy to join its senior team. Working with the other members of this team, this position will oversee the strategic development and implementation of major policy related activities for the organization.

The major focus for the Director will be to participate in and guide global transportation policy and funding dialogues to ensure that they prioritize effective measures to reduce CO2, while alleviating poverty. Other responsibilities include identifying and supporting opportunities to move the sustainable transport dialogue in the US, developing a private sector program to leverage support for sustainable transportation initiatives, and managing global resource development and technical quality control.

The Senior Program Director for Global Policy will report directly to the Executive Director. This person will be supported by one additional staff position initially.

Responsibilities

The Director of Global Policy will have primary responsibility for identifying global policy opportunities and strategies for ITDP. Other responsibilities for this position include:

  • representing the organization, along with staff and interested Board members, at relevant conferences, at strategic meetings and in coalition settings;
  • identifying opportunities to and developing strategies for influencing international agencies' policies and programs;
  • Contributing to the technical guidance and quality assurance on policy analysis and program work;
  • Producing policy briefs, fact sheets, and position papers;
  • Developing and ensuring technical coherence and quality assurance for global resources such as guides on programmatic issues; and
  • Overseeing budgeting and strategic planning processes for the Global Policy Program.

The major goals of this position include:

Global Transportation Policy Advising: Ensure that the transportation policies and funding guidelines for development agencies and institutions are effective and prioritize proven effective measures which reduce CO2 emissions while alleviating poverty.

Private Sector Initiatives: Leverage private sector support for sustainable transportation initiatives, including the real estate development sector and suppliers for sustainable transport-related technologies.

US Programs: Develop a US strategy that seeks to spread international transport best practices domestically and provide technical assistance as requested with the end result of getting a world class BRT system built in the United States.

Global Programs and Research: Manage the production of global best practices technical reports in coordination with the Executive Director and the Communications Director, such as for parking systems and road user charging and engage in the global road standards design standards discussions.

Qualifications

  • An experienced and respected transportation professional with a commitment to the environment and social justice,
  • At least 7 - 10 years of experience in the field,
  • Experience in working in developing countries, and a Masters Degree or above in a relevant field,
  • Experience with bus rapid transit systems, non-motorized transportation, travel demand management, or urban revitalization efforts required,
  • Understanding of and experience with international development agencies a plus,
  • Advanced communications skills, including public speaking, persuasive writing, and negotiations a plus,
  • Fluency in foreign languages, particularly Spanish, Portuguese, Chinese, or French a plus,
  • Ideally the person would be located in New York City in the United States, though Washington DC or other major global city could be considered, and
  • Some international and domestic travel required.
